FPEX was founded by Federal proposal practitioners who spent decades inside large primes and agencies, watching small businesses struggle to compete — not because their solutions weren’t strong, but because their proposals didn’t stand out or were eliminated for compliance issues.
Our founder, Shannon Lindauer, started the Federal Proposal Experts to help small businesses bid with the success of large businesses . Shannon has 22 years of success with winning billions in federal contracts for all sizes of companies. She standardized her unique process for preparing consistently winnable proposals and today we work with 63 small and mid-sized firms across DoD, federal civilian and the intelligence community. We deliver senior consultants and package hard-won expertise into templates and training that scale with your core competencies.
