(May 16, 2016)  A quick tip on preparing a compliant proposal: read every single page of the Solicitation documents. RFPs can have proposal content requirements in any section - not just the section entitled "Instructions for Proposal Preparation." Many technical people think the Statement of Work is all they must address in a proposal. That will most likely get your proposal kicked out for non-compliance. The competitive field has grown over the last five years. The government evaluators will use non-compliance with proposal instructions to eliminate as many of the bidders as is appropriate.
